This happens with the Toggle Annotations settings is turned off. To fix this problem go to the Viewing and Analysis tab in the 2D Drawing workspace. In the Viewing options click the Toggle Annotations option.
When button turns Orange this means that option is active and the dimensions and notes will appear on the screen.
